MAIN ACCOUNTABILITIES AND RESPONSIBILITIES:

 

Oil & Gas ( Commissioning & Operation) SIMPOS Specialist 

• Planning and implementation of the Safety aspects of a Project to ensure that deliverables are issued on schedule, project milestone dates are met, and given tasks are completed within the allowed budget.
• Technical and administrative management of the engineers / designers / draftsmen team, and Assignment and co-ordination of activities within the team to execute the design / procurement related activities of assigned projects
• Verifies that the pre-commissioning, commissioning & start up requirements are accounted for into engineering documents;
• Ensures the application of the HSE Manual for the activities falling within his

Sphere of responsibility;

• Performing QRA, PHA, HAZOP and HAZID as Facilitator, Identifying Risks and Considering Control Measures,
• Development and management of various aspects of HSSEMS including objectives, schedules/programmed, plans, resources, documentation, file structures, & compliance, HSSE legal compliance, incident response/investigation.
• Evaluate and advice on rig move plans.
• Monitor and measure compliance against approved rig move plans.
• Liaise with Contractors Safety Advisor, Tool Pusher and Company man to increase HSE standards, procedures and awareness.
• Coach and mentor safety team personnel on performing Rig inspections
• Preparing HSE Work Plans and SIMOPs Procedures, Supporting the Implementation and Achievement of HSE Objectives and Performance through KPIs,
• Formulate and establish robust risk assessment process and develop a significant number of competent persons within the company to lead the Process Hazard Analysis (PHA) in order to ensure effective risk management as well as minimize injury, damage to property, impact to environment and safeguard company’s reputation.
• Manage and review adequate process hazards analysis knowledge management by ascertaining complete and accurate written information on process materials/chemicals, process technology, and process equipment to ensure effective risk identification and risk control for the process plant.                       .
• Provide technical expertise and solution to Management in relation to process risks in all aspects of plant operation including technology, mechanical, process and design change and its impact on health, safety and environment to facilitate effective Management / business decision making.  
• Assimilating the evolution of new products and technology, and updating oneself on the latest international standards in terms of engineering design practices and their applications;
• Conforming and contributing to the Discipline technical standards, knowledge database and Quality Procedures; identifying new methodology of work process required for higher productivity.
• Contributing towards, maintaining and implementing both company and client HSE Management System objectives and procedures.
• Complying with the applicable company procedures for the Engineering Department and the Safety Discipline as they are documented in various Department Working Procedures.
• Training mentoring of young safety engineers.

 

Oil & Gas Manager ( Construction, Commissioning)

 

• Designing the Documents of IMS Standards (ISO , & OHSAS ) and Effective HSE Work Practices and Procedures by Continues Monitoring.
• Performing QRA, HAZOP and HAZID as Facilitator, Identifying Risks and Considering Control Measures,
• Review proposed EPC safety management plans such that these and other key management documents are in line with the Company and legislative standards during project implementation;
• Design, implementation, communication and coordination of all environmental, health, and safety programs for the company.
•  Review and understand the existing Company HSE policy / procedure and country local safety regulations.
• Prepare Monthly HSE report and present findings to management and relevant personnel. Oversee projects in the implementation of risk management programs aimed at reducing injury and illness rates, enhancing communication in the workforce and ensuring compliance.
•  Provide technical assistance, guidance, and training to new employees and subcontractors. Manage day to day activities of the department and supervision of HSE Staff including subcontractors.
• Preside scheduled monthly safety meetings and subcontractor safety meetings.
• Arrange a companywide HSE training programs to improve the HSE culture of the organization. Coordinate all HSE related training requirements for the company.
• Visit project sites, carryout scheduled audits/inspection and actively involved in the meetings arranged or requested by various clients.
• Communicate findings to the Sr. Management and site managers. · Evaluate performance of the HSE staff, provide support, guidance and motivation to increase and maintain productivity of the entire department.
•  Prepare Company HSE budget for the whole year and monitor HSE related expenditures. When necessary, carryout a comprehensive accident report to determine the root cause of accident and provide corrective action to prevent reoccurrence.
• Develop specific fire prevention program and emergency procedures for the projects. Review health and safety documents submitted by subcontractors for necessary changes and approval (ex. Safety Plan, Risk Assessments, Method Statement) Carryout and coordinate Health and Safety External Affairs (Contractors, Hospital, and Police).
• Providing assistance to the construction division if work to be tackled is classified hazardous and provide all the supplemental documents and close supervision if needed. Controlling and editing of all outgoing documents (NCR and Memo) issued and forwarded by Coordinate with clients or local government officials on how to solve HSE related issues.
• Establish safety incentive program and promote safety awareness by producing safety Liaise with other Health and Safety organization to improve the general standards of Health and Safety welfare across the country and to maintain company&#;s active participation as a signatory member.

?Oil & Gas Drilling  (Operation,  offshore & onshore)

• Designing the Documents of IMS Standards (ISO , & OHSAS ) and Effective HSE Work Practices and Procedures by Continues Monitoring..
•  Rig & Rig Equipment Audit and Inspection, QA/QC of Safety and Lifesaving. Equipment, Well Program Safety Requirement, Determining HSE Requirement For Projects and Tenders, HSE Staff Training, Preparing Environmental Impact .
• Evaluate and advice on rig move plans.
• Monitor and measure compliance against approved rig move plans.
• Liaise with Contractors Safety Advisor, Tool Pusher and Company man to increase HSE standards, procedures and awareness.
• Coach and mentor safety team personnel on performing Rig inspections.
• Manage Operations safety audits and safety checks of a Business Units that is assigned and performs as a focal point and report on a regular basis the progress of the closure of the identified gaps.
• Conduct regular audits/ inspection of all safety, lifesaving, emergency equipment, materials, fire protection/prevention equipment of all operating sites to ensure adherence to safety standards and codes of practice.  Recommend corrective measures, follow-up necessary actions and report.
• Review, update and amend the requirements for contractors’ safety equipment and relevant sections of Company Safety Guide.
• Assist in conducting safety inspection of all equipment, machinery, lifting appliances/gear related to projects/contracts and ensure compliance with relevant standards prior to mobilization to Company sites.
• Review, monitor and update the maintenance, testing, inspection specifications, procedures and records of fire, safety, lifesaving and fire protection/prevention equipment.  Liaise and follow-up with operating sites to ensure adherence to local/international standards.
• Participate in accidents/incidents investigations and prepare relevant reports and recommendations.
• Assist in preparation of periodical accident analysis and statistics and safety performance appraisal and other relevant periodical management reports..
