Operational: 1. Report to HLBN GM. 2. In charge of the development of HLBN CAMS. 3. In Charge of operation through: ✓ Providing technical supports for rig manager. ✓ Review the planning outputs for services executions such as rig move plan, critical operation proposal, technical negotiation with clients, preventative maintenance, inspection and test program, etc. 4. Support HLBN GM in marketing and sourcing. 5. Develop safety operational procedures/standards in line with HLBN IMS, track the implementation of the procedures and maintain continuous improvement. 6. Responsible for the Quality and HSE performance of the process of store, transportation of hazardous materials. 7. Regularly review and evaluate the performance of equipment and logistics management, feedback the 8. result of evaluation to Quality and HSE management committee. 9. Implement relevant Quality and HSE requirements to ensure the Quality and HSE integrity of purchased materials and equipment. 10. Coordinate and monitor the environmentally responsible store, transportation, use and disposal of materials. 11. Coordinate and develop MSDS/SHOC with the cooperation of chemical suppliers. 12. Coordinate relevant departments to select proper contractor and supplier according to Quality and HSE requirements. 13. Collaborate with Quality and HSE Department to monitor Quality and HSE performance of the service contractor and supplier. 16. Establish and maintain the Preventative Management System (PMS) to ensure the integrity and reliability of the rig operations and safety equipment. 17. Responsible for the management of Quality and HSE competency for the rig operation personnel. 18. Ensure AI-PS(Asset Integrity-Process Safety) by developing, implementing and maintaining process safety requirements including Well Control Manual, Well Control ERP, etc. 19. Develop operational procedures/standards for rig operations, track the implementation of the procedures and maintain continuous improvement for drilling process safety. HSE Responsibilities: 20.
