Roles and Responsibilities
An HSE (Health, Safety and Environment) Superintendent is responsible for leading and managing all safety-related activities at site level, ensuring compliance with company policies, client requirements, and local regulations. The primary responsibility is to develop, implement, and monitor HSE management systems to prevent incidents and occupational illnesses. This includes conducting regular site inspections, audits, and risk assessments to identify hazards and ensure effective control measures are in place. The HSE Superintendent also reviews Job Safety Analysis (JSA), Method Statements, and Permit to Work (PTW) systems to ensure operational risks are properly managed. They lead incident investigations, determine root causes, and ensure corrective and preventive actions are implemented and tracked to closure. Monitoring key performance indicators (KPIs) such as TRIR, LTIF, and near-miss reporting is also part of the role to drive continuous improvement. Training and coaching are critical responsibilities. The HSE Superintendent conducts safety inductions, toolbox talks, and awareness campaigns while mentoring supervisors and workers to strengthen safety culture. Additionally, they coordinate with clients, regulatory authorities, and management, provide HSE reports, and support emergency response planning and drills. Ultimately, the HSE Superintendent ensures safe operations, environmental protection, and a proactive safety culture across the organization.
