Client Campaign in NOV 2015 for Designation: Construction Civil Engineer

PURPOSE OF THE JOB
To contribute towards achieving efficient, timely and quality completion of the Projects Execution Section related civil works, including project management, tender evaluation and technical appraisal of contract bids and quality assurance audits on contractors, taking into account the potential impact on running facilities and personnel.

Civil Engineering Practice:
Completes documents for civil/structural tender packages including tender documents and bid evaluations for plant modifications.

Conducts periodic surveys of critical structures and installations to identify abnormal condition, settlement, and material deterioration, and recommends remedial action as requested by the Senior Construction Civil Engineer.

Provides support to the Senior Construction Civil Engineer in negotiations with tenderers, conducts meetings with the successful tenderer to discuss programme mobilisation of appropriate resources.

Undertakes completion commissioning and hand-over to end users.

Acts as company civil engineering representative on construction sites during works carried out by contractors.

Reviews and advises acceptability and effectiveness of contractors’ construction equipment and personnel to meet contract requirements.

Participates in the negotiating of civil contractors’ proposals, variation orders and claims.

Reviews all civil construction drawings and 'as built' red-line mark-up drawings.

Reviews construction work variations and notifies changes to Senior Construction Civil Engineer.

Reviews contractors’ construction work methodology, sequence and plans.

Coordinates with site management on all necessary work permits and site safety training requirements.

Observes inspection and testing (if required) of all project related civil equipment and pre-fabricated elements at site before installation.

Coordinates movement of contractor construction teams from one work site to another within the Takreer easement areas

Ensures timely responses to clarifications on drawings and specifications sought by the contractor.

Assists in managing the interface between the multiple engineering disciplines involved in each contract.

Liaises closely with the engineering development section to ensure design intent on civil matters is understood.

Monitoring of Contractors:
Monitors progress and quality control during execution of contracts.

Carries out audits on contractors in accordance with the Partnering Evaluation Programme (PEP).

Reviews construction contractors’ daily reports/log.

Endorses daily progress reports and time sheets, detailing the work progress, number of contractor construction personnel and equipment available, consumables and other related matters/items as defined in the scope of work.

Provides regular reports to the Senior Construction Engineer on progress versus programme, quality of construction and Health and Safety matters.

Health Safety and Environment Procedures:
Knows the Company’s Health, Safety and Environment Policy, Procedures, Regulations and Objectives as they relate to his areas of responsibility; ensures that they are effectively implemented by RRE staff and contractors.

Coordinates with the HSEF team to ensure that personnel are equipped with the proper safety gear at duty time and are well trained as auxiliary fire fighters.

Miscellaneous:
Performs other similar or related activities as assigned by Senior Construction Civil Engineer.

Certification Requirement

? Bachelors Degree in Civil Engineering ? 5 years post graduate experience, preferably in the Oil and Gas Industry. ? Be able to engage in technical discussions and run meetings with client engineers ? Adaptable with good communication skills ? Able to identify impacts on programme and costs associated with changes, and to manage those. ? Familiar with international construction industry standards and protocols. ? Familiar with pipeline and infrastructural projects ? Experience with structures, foundations, small building structures, steel structural work, reinforced concrete design, equipment foundations, trenches, culverts, platforms, pipe racks and building architecture ? Knowledge of the Oil and Gas Industry ? Well versed in relevant software packages e.g. CAD/EXCEL/MS Project ? Proficient in verbal and written English KIND ATTENTION
